Abstract

The Information and Communication Technology Division of the South Sumatra Regional Police plays a strategic role in developing and managing information and communication technology, collecting and processing data, and providing information related to public security and order (Kamtibmas). However, the implementation of these tasks faces various information technology risks, such as human error, internet connectivity issues, hardware failures, and system security incidents that have not been formally documented. This study aims to evaluate and improve information technology risk management using the COBIT 5 framework, specifically focusing on the APO12 (Manage Risk) domain. The method used involves distributing questionnaires and conducting quantitative analysis of six APO12 subprocesses to assess the current condition (As Is) and the expected condition (To Be). The results show that the As Is score is 2.07 (Level 2), indicating that the processes are in place but not consistently documented. Meanwhile, the To Be score of 3.43 (Level 3) reflects a target of well-documented and structured processes. The gap between the two scores highlights the need for improvement in documentation, coordination, and the use of technology to support sustainable risk management.
