Abstract

The purpose of this study is to analyze SLM, obstacles, and solutions in SLM at SD Xaverius 4 Palembang. This study used descriptive qualitative method. The data collection techniques used are interviews, observation and documentation. The subjects in this study were the principal, VA class teacher and library administrator of SD Xaverius 4 Palembang. The results of the study found that activities at the habituation stage were reading activities for 15 minutes, books read by students, involvement of educators and education staff in supporting the implementation of SLM, libraries, there were no reading corners and reading texts in each class, there were no reading campaign posters but there were motivational posters and the application of positive culture, public involvement in the development of SLM, and support from the school environment for the implementation of SLM. Activities at the development stage are activities to respond or respond to enrichment books, collections of books owned by students, assessing student literacy achievements and school literacy teams. Activities at the learning stage are activities to respond to reading, and reading strategies to improve student understanding. Obstacles in SLM are still low student reading interest, diverse student reading skills, limited time management between literacy activities and learning activities and lack of library management staff. Solutions to these obstacles are teachers providing diverse reading, the school collaborates with regional libraries, library administrators are maximally responsible for reorganizing the condition of library rooms, teachers change methods and media in implementing literacy in the classroom and consult with parents.
